I've got a Tomos Golden Bullet LX which the only difference is a little bit of extra plastic. I used to have a 49cc Vespa. The Vespa is gonna ride smoother, and feel more relaxed: bigger seat, lower to the ground, wider wheels (probably nicer shocks too). The Tomos is gonna feel more like a bicycle or motorcycle: thinner tires, smaller seat, higher off the ground. Both are great rides.
Don't listen to that other guy: Tomos makes awesome mopeds; they are one of the best (if not THE best) moped manufacturers out there. Vespa is legendary, but it's like comparing a kayak to a canoe. Both get the job done, they just do it different ways.
For a newbie, it is sometimes harder to get used to the steering on a scoot than it is a moped. On the scoot, the handlebar is in front of you, and you are turning a small wheel far away from you that you can not see. On a moped, you are over the handlebar like on a bicycle, turning a big wheel that you can see. The 'ped is gonna be like riding a bicycle, literally.
The negative part about a Tomos is that it probably is kick/pedal start only. It will take you some time to learn how to get it to start on the first kick. Also, if you do tune it up and get some good speed out of either bike, the Tomos is harder to increase the horses on, but it's harder to bank a Vespa into a curve.
The Tomos would be more like a bicycle in ride and handling because it has larger wheels.
The Vespa would be more of a classic scooter in appearance and somewhat twitchier in handling, but the ride would be relatively smoooth.
In the end, it's your choice and I suggest you ride both to see which _YOU_ prefer. My opinion and $3.00 will get you a cup of coffee . . . maybe. The coffee is only three bucks without my opinion.
I personally would not own or ride anything made by Tomos I have had nothing but bad experences with them, Vespa by far is a better company. Rides better to.

yeah, a 49cc vespa is a lot of scooter to keep under control allright.
god forbid you let her roar and get up to a whopping 40mph.
save yourself the embarrasment and buy a MOTORCYCLE!
