what is the best electric scooter/moped on the market for an adult.?

Suggestion . . consider a GAS moped category scooter. Check your state motor vehicle website to see if 49cc gas scooters require registration or insurance. Check your regional craigslist > for sale > motorcycles for used scooter values.
Depending on your mechanical abilities, a China crate scooter might be an option.
