Texas scooter/moped laws?

What are the requirements to ride a scooter in Texas? Does the person have to pass the road and written test? What is the difference between a moped and a scooter in Texas? For example, in Virginia, a moped is anything under 50cc and no registering or licensing is required.

a moped in Texas is 50ccs or under a scooter is a bike you step through rather than over for a moped you need a car or truck license over 50ccs you need to take a driven test all of these need to be registered
