    you must have a license to operate a scooter or moped.

    you do not need a license to operate a bicycle or a legal low powered electric bicycle.

    In any case all traffic laws need to be recognized and obeyed.

    Only if you didn't need a license to begin with for any of those. Some laws require a motor vehicle to go over a certain speed to need a license to operate.

    It is illegal to ride gopeds, gas scooters or whatever you want to call them in the state of florida. You can ride them in your driveway. Electric scooters are also illegal, and you can be fined for doing so. If the vehicle is registered and has a license plate be prepared to get arrested if your stopped with a suspended license. If you have a suspended license, get a bicycle.
