I have never heard of this brand but it looks like one of the "china-scoot" brands imported from mainland china and have tons of quality issues. I may be wrong but that's my guess.
If you are looking for a reliable scooter in the 150 -250cc range, I would look at the Kymco and Sym brands. Honda is importing a new model this year but their 150 is the same price as the Kymco 250's. Yamaha makes a couple in the range that are ok but cost more. Vespas only come in small wheels and are very pricey. Aprilia and Piaggio are the same manufacturer as Vespa and can be reliable but can be picky. Suzuki really makes 400 and 650 cc scooters and they are bigger than most.
Consider wheel size and they of riding you will do. If you will consider riding on the freeway, get a 250cc scoot with 13-16 inch wheels to keep up with traffic. Small wheels are nice at speeds below 35 and in URBAn situations. Larger wheels are nicer when you ride longer distances at 40 MPH and more, like during a suburban commute on 45-50 MPH surfaces streets.
