Can a minor oporate a 50-150cc scooter?-moped?

In Kentucky you must have a valid drivers license to operate a 49.5 CC or less motorized vehicle. if it is 50CC's or larger you must have a motorcyle license.

yes You can But that kind requires a motorcycle liscense where you have to be 14 so go to the driver liscense place and apply for a motorcycle liscense

Depends on the state. when you can operate a moped, and no I don't know of any states that will issue a Motorcycle license to a 14 year old.
