I am thinking about buying a used moped/scooter and I have never owned or driven one before. What do I need to know before a purchase one? I'm looking to buy one to get me back and forth to school and work as I live in a small college town. Do I need special license or insurance?

I found a new 50cc scooter/moped for around 350$ that a friend is willing to sell me. I need one so I can commute around, since my college town doesnt have a mass transit system.
I live in texas and i have checked the dps site but its somewhat vague on certain points.
is anyone willing to give a step by step procedure or instructions on how to prepare for a moped? any
information would be helpful.
like what type of insurance? license? registration? where to park? do i need to take a test if my engine is 50cc? where can i go if the max speed is 35mph?
lol in response michelle, walking and biking in texas weather is no picnic, especially if its 4 miles back from walmart with 2 bags, ive tried.
if it helps i walk plenty around campus while rushing to my classes.

Should I go with electric or gas? What is the best model or company (in your opinion) to go with?
